The invention uses the especially selected material as the material of anode, cathode and additive to increase the discharge current from 1-3C up to 12-15C. Wherein, said anode coating mixture is composed of 75-93% by weight active substance, 1-20% by weight conducting agent and 2-9% by weight adhesive. The active substance and the conducting agent are pre mixed by a specially mixing process of dry powder. The said cathode coating mixture is composed of 90-97% by weight active substance, 0-3% by weight conducting agent and 2-6% by weight adhesive, and its active substance and conducting agent are pre mixed by a specially mixing process of dry powder. On the surface of diaphragm, polymer viscosity particulates are coated. The electrolyte is a special electrolyte where a conducting agent is added. The ratio of capacitances under 5C, 7C, 10C, and 15C discharge scale factor to 1C capacitance can respectively reach 98%, 96%, 90%, and 86%.
